All roadway excavations in Watertown require coordination with the City to ensure proper restoration of streets and safe travel for the public. This page explains what’s required when cutting or digging into a City street — and how those areas must be repaired. If a contractor, utility company, or property owner digs into a public street to install or repair something (like a water line or cable), the roadway surface must be restored to City standards. These rules help keep Watertown’s roadways safe, smooth, and long-lasting after any excavation work. All work performed within the public right-of-way must follow these requirements, in addition to paying applicable street cut or repair fees.
Permits & Notification
Permit Required: All excavations must have a permit from the Engineering Division. Visit watertownpermits.com to obtain a permit. Failure to obtain a permit prior to work is subject to a fine up to $200.
- Rates include mobilization of equipment, labor, cutting, compacting, tack oil, and asphalt material.
- The minimum charge for any patch is 25 square feet.
- All patches will be restored to City of Watertown standards.
- Cold mix may be used for temporary repairs during winter months; hot mix is used for permanent repairs when asphalt plants are open.
- Spray patching may be used on rural or low-traffic streets where appropriate.
- Cutout repairs are used when a full-depth section of pavement must be removed and replaced.
- Pothole patrols address smaller surface defects as part of routine maintenance.
- Repairs are scheduled according to weather conditions, material availability, and traffic impact.
- All work is inspected by the Streets Division to ensure quality and proper compaction.
